IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date was received and distributed April 28 (Page 3571). Senator Mackie moved that the Senate adopt the Conference Committee Report on CONFERENCE CS FOR HOUSE BILL NO.312. The question being: Shall the Senate adopt the Conference Committee Report on CONFERENCE CS FOR HOUSE BILL NO. 312 An Act making and amending appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date? The roll was taken with the following result: CCS HB 312 Adopt Conference Committee Report? Effective Dates YEAS: 19 NAYS: 1 EXCUSED: 0 ABSENT: 0 Yeas: Adams, Donley, Ellis, Elton, Green, Halford, Hoffman, Kelly Pete, Kelly Tim, Leman, Mackie, Miller, Parnell, Pearce, Phillips, Taylor, Torgerson, Ward, Wilken Nays: Lincoln 2000-05-02 Senate Journal Page 3696 HB 312 and so, the report was adopted. Senator Mackie moved and asked unanimous consent that the vote on the adoption of the report be considered the vote on the effective date clauses. Without objection, it was so ordered. Senator Mackie moved that the constitutional budget reserve fund sections be adopted. The question being: Shall the constitutional budget reserve fund sections (Article IX, Section 17(c), Constitution of the State of Alaska) be adopted?
